The Municipilaty of St. Helier Jersey 1908
The Municipality of St. Helier 1908.  Celebrating 21 years in elected office.  Seated in the centre Connétable (Constable) Philip Baudins.  Seated immediately either side the Centeniers, seated and standing the Vingteniers and other members of the municipality.  In Uniform, members of the St. Helier paid police.  Note the banner with Mayor for 21 years inscribed, the title does not or ever has existed in Jersey Law, using the title Mayor was an affectation of certain Constables of Saint Helier during the latter half of the 19th century.
